Something I pulled off of the NTFB forums that I wrote up for them; they probably won't be using it in 3.0 anywho. Basically, it is a suggestion that banks on people's willingness to raid other villages/slaughter any missing ninjas sitting around in their villages. The system would take into account two things before rewarding players:
First: The Victim's Level -- PvP Levels should only come from attacking a target who is level 850 or higher. The levels awarded per level range of the victims could be as follows:
850~2000: +2 Levels*
2001~4500: +5 levels
4501~8000: +7 Levels
8001~10000: +12 Levels
* - Reason this range is significantly lower is that it includes TWO ranks, Genin and Chuunin, which are time frames where a player might not necessarily have much in the way of Jutsu or Stats to make fighting easy.
Second: The Victim's Rank -- This would count for less, particularly in the 850~2000 range, but could help in regulating kills somewhat. The bonuses depending on rank could be as follows:
Genin: +2 Bonus
Chuunin: +3 Bonus
Jounin: +4 Bonus
Kage: + 6 Bonus
D-Rank Criminal: +5 Bonus
C-Rank Criminal: +7 Bonus
B-Rank Criminal: +9 Bonus
A-Rank Criminal: +11 Bonus
S-Rank Criminal/Akatsuki Leader: +12 Bonus
D-Rank Criminal: +2 Bonus
C-Rank Criminal: +3 Bonus
B-Rank Criminal: +4 Bonus
A-Rank Criminal: +5 Bonus
S-Rank Criminal/Akatsuki Leader: +6 Bonus
Genin: +3 Bonus
Chuunin: +6 Bonus
Jounin: +9 Bonus

What are the different colors on the two bonus scales for? Basically, it is related to whether you are a village ninja (marked in blue) or a missing ninja (marked in red) -- the extra levels are rewarded in a way that makes it more rewarding for Village players to hunt Missing Ninja players, while the opposite is made true for Missing Ninjas. This might make it seem like it is more profitable to be a Missing raiding people's villages from a leveling perspective, but remember that Village members are also more numerous than Missings as a general rule -- meaning if you pick a fight with one, you may find yourself taken down by the others in the area.
Some other thoughts that game to me since I posted this originally...
--Anyone who participates in the fight but does not land the killing blow should get half of the level range-based levels as well as the Bonus levels depending on the opponent's rank. I.E. if I help Taka defeat a D Rank criminal invading Leaf, and said criminal is level 3000, I get +2 levels instead of +5, but get the full +5 bonus from defeating a criminal -- so I get 7 levels instead of 10.
--Haven't come up with a way to deal with "kill sharing" yet. Maybe put a system in place that checks for suspicious actions? I.E. if the same person dies by the same person constantly within 1~3 minutes, the killer is Auto-Jailed?
